What was the reality competition show where a man gave $1 million dollars to the winner?

The winner was a young black woman and the runner up was a white young guy. I believe he asked the contestants to compete in challenges like cheering people in the city and giving each one of the contestants one thousands dollars and they had to use it to entertain him. At first when the contestants walked in this giant mansion they were being watched this tall dark haired guy who was the millionaire. He watched as one contestant handed out water bottles sitting on the table to the other contestants and when they meet him he questioned the guy that handed out the water bottles and made him nervous as hell. The show was on more than 5 years ago I'm sure. Only lasted for one season.
